"I thought the project was only $100MM. Why does the EA say $165MM? Where did that mystery number come from?"
$165MM is an estimation from combining projects. Originally the projects were two projects, the terminal and the runway. The FAA preferred to marry the projects for the purpose of the EA. Two projects became one. When the estimated costs of the projects are combined, the number obviously increases substantially. When Avports announced its estimated investment of $100MM, that was for the terminal. Estimated being a critical word. It's a ballpark number prior to the EA, mitigating and design. The runway, which was originally a separate project, has its own costs apart from the estimated $100MM for the terminal. This is a an estimation of the two projects, none of which will be funded by taxpayer revenue.
